Voicemail never set up - still getting notifications

For reasons I won't go into here, I have never set up voicemail on my iPhone 11 and have asked my carrier to turn off their voicemail service. I am still getting notifications of voicemails arriving from time to time and if I power off the iPhone and turn it back on, I immediately get a notification of a new voicemail before I even put in my password. A red dot shows on the voicemail icon. I want to be sure that if someone calls me, they aren't able to leave a message and expect me to call back. If I call my iPhone from our land line, it just rings and rings and I am not being prompted to leave a voicemail so why all the notifications at other times?

Voicemail is a feature that is controlled by your cellular provider. They would need to make sure that the feature is completely disabled from iPhone.


Once they are able to verify that the feature is not enabled on iPhone, you want to be sure you're running the latest software in Settings > General > Software Update and iPhone has been restarted.

This condition has persisted over many versions of iOS - I am presently on 15.4 I might add, that the notification of "new Voicemail" being presented after the phone has been powered down and then turned on again also happens on my wife's iPhone 13, also with 15.4 As mentioned, the carrier claims that voicemail has been disabled and if I make a test call from another phone, I am not prompted to leave a voicemail. It is the constant notifications that make me wonder what is really going on.
