I took video at a concert , one of them contains a whole song , about four minutes .
I would like to have that song in my iTunes library . Can I extract the audio and turn it into a suitable format for music ?

It should be possible.
Try first with QuickTime which is already installed on your Mac: open the video and choose Export As -> Audio Only...
Another option is to export the audio only track with Handbrake, a third party video conversion app.

✅ iCloud Drive > QuickTime Player > the file > open with > Music App and it started playing ! Even put it in a smart playlist . ( I also saw it my home folder > library > mobile docs > QuickTime player > the file ) . Now I'll name it & figure out what works in the information box ~ artist , album etc. .

You can import it in Music app. Just drag it in your library.

Okay , here's what I did : export as IMG_0173 .m4a > Quick Time Player > save .
