I would like to send a complaint to Apple regarding the service I received from istore (an authorized Apple supplier in Israel)
Where can such a complaint be sent and to whom?

Apple have not used a web-baed link systen for report probelms with Sales for over five yours, so it come to a businessletter. Scroll to the bottom of the Apple home page you see (they can vary with country). Find the "Contact Apple" link. It looks like this on the US page:
There should be a corporate contact address shown, similar to this one for EU countries:
