Finder doesn't navigate to the parent folder on Cmd + Up Arrow

Finder doesn't navigate to the parent folder with keyboard shortcut Cmd + Up Arrow. I also notice under the Go menu, 'Enclosing Folder' is greyed out. What is causing this?

The shortcut works in certain folders and not in others, not sure what is causing this.

P.S: I do use OneDrive to sync the content on my hdd.

Its been random and I was looking to get an example for you. Found one just now.

Here is an example:

I navigated 4 levels down the folder structure under my OneDrive. However, I was able to go back only to the 3rd level folder: 'BusinessRules' (see attached pic for reference). I am unable to navigate up to its parent folder, also confirmed by the greyed out 'Enclosing Folder' menu option.
