Your iPhone might be restricted by you in Settings>ScreenTime>Content & Privacy Restrictions, or by remote management (company/school/institute).
Should be the former, disable ScreenTime.
Should be the latter, contact the IT admin/supervisor of the organization and, if you're eligible, ask them to remove those restrictions.
