there are several different types of 'resets'..

Return iPhone settings to their defaults - Apple Support

If you choose to erase the iPhone, then no.. nothing will come back, unless you have a backup to restore from.

If you use iCloud for your Contacts and Photos, you should be able to get those back by simply signing in with the same Apple ID and turning those settings back on
