Can you clarify how to open an app that isn't notarized or from an authorised developer in Monterey please because the above doesn't work

Check Apple menu -> System Preferences -> Security and Privacy. A dialog asking to allow the App to run should appear on that panel.
Leave that window open when you try to open the app in question. It will come up with an allow notification on the panel.
https://www.citrix.com/downloads/citrix-receiver/ for more about the fact that Citrix Receiver was replaced by Workspace App. This happened in 2018 both for Windows and for Mac.
That doesn't work unfortunately.
When you open security and privacy in Monterey the only options are Allow apps downloaded from App store or Allow apps downloaded from App store and identified developers
There's no option to override that I can see
If you've done this and it still won't open, then for whatever reason you can't run the app in Monterey…
"If you're prompted to open the app in Finder and you're sure you want to open it despite the warning, you can control-click the app, choose Open from the menu, and then click Open in the dialog that appears."
What app are you trying to run?
Citrix receiver has been replaced by https://www.citrix.com/downloads/workspace-app/mac/workspace-app-for-mac-latest.html
There is no more Citrix Receiver except for people with older Mac OS versions.
What comes up with an allow notification? The only options are still Move to Bin or Cancel...

Unfortunately your solution doesn't work either!
Citrix Receiver was last updated in 2018. According to the site it is compatible up to macOS 10.13. You will have to contact Citrix to see if they have a Monterey compatible version.
