I bought an Apple Lightning Digital AV Adapter. It works but it won't charge my iPhone 12 Mini through it. I have the most up to date IOS. Tried rebooting the iPhone. Searched the web. Some said get another Apple Adapter.

this seems like a Hardware issue. I would consider reaching out to Apple to resolve this issue.
Also, all Apple Accessories come with a limited 1-year warranty. If you got your AV Adapter within that year, you can get a free replacement at Apple.
