My YouTube is saying update or quit and my software says updated iOS 10.0

Instead of using the app, you can access the actual YouTube Website using any Web browser.

Once on the YouTube Website, you should be able to sign in/log into your YouTube/Google account to access your personal YouTube account.

Since you need an higher ios to access the YouTube app and your ipad isn't compatible with the newest ios trying using safari to access youtube.

Buy a less old iPad. Your iPad is at is maximum iOS version and cannot be updated further. As such, you can no longer run the Youtube App on that iPad as it requires a newer iOS version your iPad cannot run.

Your iPad is likely an iPad 4th generation, which is almost 10 year old hardware at this point.

You may be able to access it through a web browser, but that is at best a temporary fix.
