Unable to set up Apple Cash

I have installed IOS 15.4 and wanted to set up my Apple Cash but it isnt working. I have changed region to the US and restarting the phone but it isnt working. Does someone have an idea or should I take it to Apple store maybe they have some ideas.

You say you changed your region to the US... are you physically in the US? Are you a legal US resident over 18? Do you have a State issued ID or drivers license from the US?
