Once you've got the app switcher up, you don't grab the item. You immediately swipe it up to close it. No force, just an easy swipe upwards.
My iPad Pro is doing the same. If you put your iPad horizontally first, then pull up background Apps it should work, but only in horizontal mode. Still working on it with Apple Engineers.

FYI, since updating to 15.5, there is an issue, for me at least, where the swipe to close feature stops responding every now and then. Im using a old iPad 5th gen. The only way to make it work again is a full reboot. Works fine after that and I’m able to close the app that was giving me a problem.
Try a shutdown. If that doesn’t work out IPad into horizontal position and close apps starting at the right column.
Hi
i have tried this and it just doesn’t work. Anything I have opened stays opened in the background. Pressing them until usually grab the item and swiping up doesn’t work and it just goes back to where it was originally. I have rebooted, restarted and even reset all in settings and still broken since the 15.4 update.

I have the same issue, now 20 apps open, and none will close. There is no Apple Srore for 300 miles. iPad 6th Gen. how can I roll back the update 15.4?
Why do you think you need to close them? They are suspended and aren't doing anything. The only reason you'd need to close them is an app is misbehaving.
For one to actually be able to find the app you want to switch to with out turning it in to large icons of the Home Screen.
two study’s have showed that these apps do drain battery life a little but closing frequently used app all the time will reduce your battery life.
Three why break a convention that has been in the iOS for like almost ever?
this breaks trust with users and the interface standards.

And personal preference is on reason I wouldn't argue with. However, you can also use the search screen or Siri to avoid looking through the apps.

Yes, I should have mentioned that as one of the reasons it's not necessary to close apps: it reduces battery life.

The only certain thing in technology is change. The sooner we accept that, the less frustrating we will find things.
The quick fix is turn iPad in horizontal mode and start at the right column. There is a glitch that is happening either between my iPhone 12 Mini or believe it or not my emails. Still working on it. Good luck.
Thank you
You're welcome.
