Why can’t i activate this ipad & why does it keep deactivating

Did you get this iPad new directly from Apple or used from another source? Which exact model is it? If it is only running iOS 9.x, it must be one of the original iPad mini models that came out in 2012 and would be considered "vintage" by Apple Support.
