iCloud Photo Issue

I have recently been moving photos from iCloud to an external hard drive to free up some space.

I have just gone to open these photos and NONE of them will open. It now says the file is no longer supported.

This is the case with all the photos i have moved from iCloud (thousands)

I deleted them from iCloud once they were on the external hard drive so now i have no other copies of the photos. They are extremly valuable photos and i am devastated. Does anyone have any experience of this? I have given the hard drive to an IT Specialist who also couldnt sort. He said he thinks the file has been somehow changed on transfer and is now irraverseable.

Are the files kept by iCloud or Apple for a period of time after they are deleted by the user? Any advice anyone can offer i would be hugely grateful!
