if you machine is locked up You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
Force Shut down your Mac.
Log out, sleep, wake, restart or shut down your Mac

Thank you! I knew I missing something and simply holding down power key, top right of laptop keyboard for 6 seconds worked exactly as described.
