3rd application developer from iStore doesn't respond to email support

3rd application developer from iStore hasn't responded to email support in over 80 hours. Although Apple claims the developer has 48 hours to respond.

Who from Apple monitors the implementation of these conditions?

Where can I complain if the developer does not respond at all?

What do I need to do?

iPhone SE, iOS 14
