Yes. iCloud storage may be the issue here, as you may need to upload your iCloud Plan (See the last listed item for more on that).
A. Troubleshooting iCloud Photos:
There is no way to force upload photos to iCloud. If there are thousands to upload, then note that it will take a long time to upload. You have 5GB by default. A high-resolution photo might be 2MB - 2,500GB of those may be 5GB. So, upgrading your iCloud plan may fix this.
B. Enabling iCloud Photos on an iPhone:
- Go to: Settings
- Tap: Your Name (Top Item)
- Tap: iCloud
- Tap: Photos (so that it is green)
C. iCloud+ Apple Plan and Pricing:
You only have 5GB free of iCloud. so, if that is not enough storage, then they simply will not go past that. So, consider upgrading your iCloud Storage:. Go Here: iCloud+ Plans and Pricing - Apple Support. Scroll down to see your prices, and if it is a variable in your country/region.
