Won’t charge past 60%

Just bought the iPhone 13 a few days ago. Optimized battery charging has been off. I have reseted my phone including settings multiple times. I have used different chargers. I have left my case off with no result. What am I missing?

If you bought it directly from Apple, return it. The return period is 14 days.
