Would likely require being connected to Apple's proprietary equipment to reset it. But that will only work if it is a genuine Apple OEM part. Sometimes it happens when the battery, display, or camera somehow loses contact with the processor. It apparently happens when even a working, salvaged part from another iPhone is installed or if an official Apple service is done and they forget to reset it on Apple's equipment.

Something has failed. Have it serviced by Apple or an authorized service provider.

This assumes that you have NOT had it serviced by an unauthorized service provider since you purchased it.
