Unprompted iOS feature notification won’t go away.

When I woke up today I had this odd notification summary prominently featured on my Lock Screen. I have attempted to make it go away by turning the notification summary feature on and then off, it was off to begin with, but that didn’t work I tried to clear out all of my notifications but it is still there. How can I get rid of this and make it so it doesn’t happen again?

Apple I really don’t need you to tell me about the features of iOS without a way to get rid of them.
