Updates

Since iPhone 6s+ 12.5.5 is unable to update to 15. Will we be able to at least be given an option to download apps on the app store? I tried to download some apps and it won’t let me as they require a 13 or 14 update. Will there be a solution to this? Or we won’t be able to download any apps anymore in the future?
