Activation Lock

I have an IPad and someone gave it to me. I tried resetting it but it has an activation lock. How do I fix this?

With a password and Apple ID for the iCloud account with which it is signed in, or a support request and proof of original purchase. See the support document How to remove Activation Lock for the details.
