First, you need to dertermine if you want a WiFi ONLY iPad or a WiFi AND cellular DATA model iPad.

Cellular data model iPads will have all the built-in antennas needed to use an iPad as a true GPS device.

Cellular data iPads are for accessing the Internet, on the go, over a cellular data service network.

Cellular data iPads to be use over a cellular service network, need a SIM chip/card and will need to pay for monthly cellular data service plan. This is only an option. iPads still work over any accessible WiFi network and do not need a cellular data service to work/function.

iPads need access to a WiFi to access anything online, Internet related.

Cellular data iPads DO NOT make cellular phone service calls or send SMS/MMS messages on their own.

You need to pair an iPad to an iPhone and use the iPad as a remote device to make calls and SMS/MMS messages through an iPad to an iPhone.

Next, you need to decide what internal data storage amount you need in an iPad.

Get the largest internal data storage model you can afford, for now and for the future, as NO Apple iOS device has ANY expandable storage.
