My iPhone’s battery
I have a iPhone 5S, for some reason when you try to hard reset it, it won’t work even when you charge it for a long time but it does show the battery symbol how can I turn it back on without a new battery?

You probably can’t without changing the battery. As it will no longer connect to cellular networks later this year (and may not even now if you have AT&T or Sprint in the USA) I doubt it is worth the investment to replace the battery in a 9 year old phone.
