Family sharing
Hi there,
I have my son under family sharing and I want to remove him and transfer it to my partners family sharing account?
because he’s under 13 he cannot be removed.

If your son is under 13
Follow the steps in Apple's support document Move a child to another group using Family Sharing. This will remove an under-13 child from your Family Sharing group and attach the child to another family sharing group.
If your son is 13 or older
See Leave Family Sharing. "Any family member aged 13 or older* can remove themselves from a family group." Once your son has left your Family Sharing group an invitation can be sent by the organiser of the other group (your partner) to join that group. See Invite people to join your family in Set up Family Sharing.
Be aware of Apple's note in Set up Family Sharing: "...you can only switch to a different family group once per year."
