Deleted messages not syncing between iPhone and MacBook

Messages I delete from my iPhone continue to appear on my MacBook, even though I get a message on my phone saying they will be deleted from all devices. New messages sync properly (and immediately), which suggests that I have both devices set up to properly sync via iCloud. But deleted messages never sync (they aren't on my phone but still show up on my MacBook). Why does this keep happening?
