Notes are missing. iPhone storage in Settings shows over 200MB of data for notes app

Good evening. I have lost a few years worth of notes and have tried the following fixes:

  1. Restored from previous iPhone backup that I know had all the notes.
  2. Restored my Mac from a Time Machine backup to a date where I know all the notes were present and then restored my iPhone from that back-up.
  3. Checked all email accounts to make sure notes was toggled on

Not sure what else I could do. The strange thing is this: my notes app, under "~Settings/General/iPhone Storage/Notes" shows there are 207.2MB of data associated with the app. I would figure this would be my missing notes, but notes app shows zero notes. I had them all synced with my iCloud account, but no luck in recovering them. Attached is a screenshot of what I tried to explain above. Am I mistaken in thinking that 207.2MB of data could be missing notes? If not, is there anything else I can try to recover them? Any assistance would be greatly appreciated!
