iMessage not working

I upgraded from an iPhone 8 to 11 yesterday and just noticed my iMessage is sending from my email and not my phone number. I've gone into settings to switch it but it won't let me. I've turned iMessage off and rebooted the phone, and it still won't allow me to change it. Now I am not getting iMessages on my phone. Any help would be appreciated. I've spoken to both apple and my carrier and they can't seem to figure it out.

Check that your network plan have active sms packs. Sms needed to activate the imessage
