If you buy directly from Apple, yes, it will be unlocked except if you choose AT&T's monthly installment plan.

If you choose the Apple Card's own monthly installments or any other carrier and pay in one lump sum, it will be unlocked.

Will my new iPhone be unlocked?

Yes. An unconnected iPhone purchased from apple.com is unlocked. Once your new iPhone is activated, it remains unlocked, which means you can use it with any network that provides service for iPhone. The exception is when you buy an iPhone with an AT&T Installment Plan. It will be locked to AT&T and will only work on the AT&T network for the term of your Installment Plan agreement.

Like carrier unlocked? IF so you need to make sure you purchase one without a carrier and at full price.

iPhones are Not Locked:

An iPhone is not locked when you open it out of the original packaging and power it on. As long as the transaction goes through, wait for it in the mail, and then set it up from there.
