How do I restart a data and app transfer from my old iPhone to my new one?

Apps do not transfer from a previous iPhone. Instead, they are downloaded from the App Store to the new iPhone.

The app’s data and Home Screen location does transfer from the old iPhone. Try first Force Restarting the new iPhone as follows:

Then restore the old iPhone’s backup to the new iPhone.
