MacBook Pro 2017 RAM upgrade

Some of you have categorically said it can't be upgraded. I'm confused because the mac's spec says it is reconfigurable. See here:

MacBook Pro (13-inch, 2017, Two Thunderbolt 3 ports) - Technical Specifications (Under memory it says: Configurable to 16GB of memory in italics).

So is it or is it not upgradeable? or perhaps I'm missing something. Thanks
