Trying to add a card to Wallet
This pops up when I hit the + button.
I do not have wifi only data.
Will I ever be able to sign up or use Apple Pay with iMessage without having Wifi?

Your screen shot seems to indicate an issue when trying to apply for an Apple Card. If you'd like to apply for Apple Card, but are encountering a connection issue, we recommend trying from either another Wi-Fi network when one is available, or applying online through the link available here: How to apply for Apple Card
