iPhone XR memory full while it only shows 37.1 GB of 64GB is used!

My iPhone XR has iOS 15.3.1

I have deleted photos and apps and emptied the delete album.

Under iPhone Storage, it shows 37.1 GB of 64GB is used!

Under General - About, it shows Available 26.8GB.

But sometimes, it shows only 80MB available.

The software is not consistent!

We appreciate the update, Daniel,

It sounds like your iPhone is reporting that the storage is full rather than iCloud, correct?

If so, we'd recommend that you update your iOS and restart your iPhone then check the storage again.

Update your iPhone, iPad, or iPod touch

Update your iPhone, iPad, or iPod touch wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see two software update options available, choose the one that you want to install.
The Settings app on iPhone showing options to update to iOS 14.8 or iOS 15.

5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
You might see that your device is up to date and that there's an upgrade available. For example, even if your device is up to date with the latest version of iOS 14, there might be an option to upgrade to iOS 15. You might want to upgrade iOS when you pair an accessory with iPhone.

If you're still experiencing the same behavior after you update, we'd suggest that you Contact Apple Support.

We hope this helps.

Take care!

Sorry, I don't use iCloud. I can get Google photo for free, don't want to pay extra on iCloud. iCloud is an optional service. iPhone should have independent management on its memory.

I do follow the How to check the storage. It shows 37.1 GB of 64GB is used! BUT I still get the warning! And sometimes, it stops me from using some apps because not enough memory!

It just shows conflict and unstable even I am at the latest iOS 15.3.1
