I bought a phone that’s activation locked and the other owner is deceased now. What can I do to get an activation lock off of a phone when the previous owner I bought it from passed away before I could get them to remove the account and stuff.

activation lock, on deceased family member's phone( i received it after Dad died), I dont know where this phone was purchased or when,etc. And the support pages don't exactly help if you dont know these things. How do i get with Apple to resolve this?
