It's possible you might already be using the 50 GB storage plan. To check what you currently have for iCloud storage, go to Settings > [your name] > iCloud > Manage Storage. You'll see which storage plan you currently have in that screen.
Should the issue persist, check to see if you can update your current iCloud plan from a different device just in case the issue is with your iPhone. To check, use the steps from the link below:
