I am told my iPhone is up to date with IOS 12.5.5 yet the app I would like to download requires 14.0. How do I get 14.0?

You buy a new phone. Yours is obsolete and is not capable of running anything higher than 12.5.5.

An iPhone 6 isn't capable of 13 or above. Try downloading the application to a newer unit on the same Apple ID first.
