Is there a method to take a ringtone from Apple and modify it. Apple has decided which 30 seconds of any song you buy. I want a different portion of the song... and also can I enhance the quality?

Not surprised however there are quite a few Tunes up there in fruitville that cannot be stripped of the FAIRPLAY wall that means even if you own the song or album expect DRM to lock you out of modifying a whole tune from which you might make a ringtone.

Be aware that you do not own the music that you lease with an Apple Music subscription. However, music that you buy from the iTunes Store (with or without an Apple Music subscription) should not be DRM copy protected.
I don't think you can modify purchased ringtones. The solution may be to roll your own. See Create and manage ringtones - Apple Community.

Apple hasn't put DRM on purchased music since 2009 so purchases should be OK, but you cannot use Apple Music subscription content to make your own ringtones.
