my iPhone storage is full but i have 1.36 TB of open storage on my iCloud. how do I move/share items from my phone to my iCloud?

Anything on your phone is already in iCloud if you sync your device. You can try to reduce the file size of your on-device photos (Settings > Photos, choose to optimize photos).
