clipboard not working between mac and iphone

2021 16" MacBook Pro M1 Pro running 12.3 & iPhone 12 running 15.4

Handoff, bluetooth, wifi are enabled. Same wifi network, same Apple ID.

Handoff works for browser, not for clipboard. Rebooted. Disabled then re-enabled everything.

Advice?

If no insight or resolve

verify from the Terminal.app command line, copy and paste:

defaults read ~/Library/Preferences/com.apple.coreservices.useractivityd.plist ClipboardSharingEnabled 0

If the output is "0" ...
