Has anyone had luck installing the Barracuda 5.3.0 vpn client on a MacBook Pro running Monterey?
MacBook Pro 14″, macOS 12.3
By virtue of mentioning " Our IT staff " this computer setup appears to associated with a Mobile Digital Management ( MDM ) and as such they control this computer and what can be and can not be installed on this computer.
Not at this point (MDM).
Currently working with our company's IT staff to get the Barracuda vpn running on my new laptop - before switching over from a previous Macbook pro, where it worked (macOS Big Sur 11.6.2; Intel chip set)
Do not see Specific reference to Support for Apple Silicon M1 computers running Monterey 12.3.1 the latest version as of March 31, 2022
To confirm - that's what I'm running (Monterey 12.3.1, Apple Silicon M1)

Has the user ( you ) verified this specific application / service is supposed in Monterey and Apple Silicon M1 computers ?
Our IT staff is reaching out to Barracuda directly to check on this. Will let everyone know what I find out.
