You have an iPhone 12 and you have iOS version 15. Ensure that your iPhone has been updated to iOS version 15.4.1
The other requirement is that you have 5G data service available to your iPhone.
If you have all of the above, then you can update your iPhone over a cellular network. If you do not, then you will have to use a Wi-Fi Network or connect your iPhone to a computer that is connected to the internet and update your iPhone.
