Issues sending money on Apple Pay
It says that I can’t send money to a particular person but doens’t give a reason or a way to fix it. Does anyone l know how to fix this?

There could be a variety of ways or reasons, for the Apple Pay to not send money.
The basis of this goes into the premise of Apple Pay itself and rules behind them.

The use of Apple Cash is different; and default would first be to use Apple Pay.
Second to that (for business, commercial) would be Debit. These may be used
for personal money; understand, that it could be like 'Cash' without recourse.
[..Certain secure steps should be taken by both parties, to assure to minimize
chances of fraud; or third-party spoofing, etc. The risk ultimately falls privately..]
"When you send money in the Messages app using Apple Pay, your Apple Cash
card is used to pay first by default. If you want to use a debit card instead, you
can send money directly from your debit card."

(While I've not used these payment devices, nor am I suggesting my presence here
is any more than a Volunteer participant in Apple Communities; I'm a 'peer-to-peer'
helper. This means in this regard, I'm alot like you or anyone, repeating what's said..)
Could be the details on either end of such a proposed transaction may have flown
'flags' to discourage the idea between any two parties; unless/until details may be
figured out.. And any valid settings changed, you'd need to talk to the other person.
