Should you disable VPN when using Private Relay? Yes and no.
If you are primarily using Safari to browse the web, then you should disable VPN as it could potentially interfere with how Private Relay is designed to work. It is also specifically designed to work with Safari only.
If you are accessing the Internet with any other app (including other web browser apps,) Private Relay is technically not used at all. This is where, you would use a VPN if you so desire to do so.
