Photo library in iCloud
I’ve broken my iPhone 6s Plus, shattered the screen,bought a new iPhone 7, took my SIM card out of my broken phone, put it into my new phone, and now all of my pictures or videos are nowhere to be found. I need help

That depends on where they were.
iCloud: Log into iCloud on your device. Make sure Settings > Photos has iCloud enabled
backup: restore your phone from your backup when setting up
on the old phone: provided you can access the old phone, you can transfer the pictures. If you cannot access the device you will not be able to get the data off.

Your pictures and videos are either on your old phone, in a backup on your computer, or in an iCloud backup (if you synced photos to iCloud they will not be in your backup but can be downloaded from iCloud). Nothing is stored on the SIM card.
Okay, so how then, would I go about getting those pictures back in regards my old phone being unusable?
