Connections to HomePod are made over Wi-Fi, not Bluetooth. See Use AirPlay to stream audio - Apple Support.

Homepod Mini won’t play  TV but Home app sees it and shows it’s playing - and will stop/start by tapping it on Home. The HPMini plays music - but not what’s on TV. Thank you, Tom

Are both connected to the same Wi-Fi network and signed into the same Apple ID?

Yes. Both on same Wi-Fi and same Apple ID. But the HomePod doesn’t show in Bluetooth device list
