The phone was not backed up to iCloud and is completely broken. There is no way to turn the phone on at all, is there anyway to get photos from it to a new phone without it being backed up?

Basically, no. In order to transfer any data between this phone and another iPhone would require that you still have access to the broken one. If you did not make backups to iCloud or used iCloud Photos, there is little-to-no chance you will be able to recover them from this phone.
