Iphone 11 Pro blocked account, un-accesable number

Hello! My cousin has a iPhone 11 pro and he hasn't used the phone in awhile, when he did use it he couldn't do anything because his account is locked and he needs his phone number (that no longer works) to unlock his account.

I have tried to remove the phone number but then it asks for me to unblock the account witch requires the number (again, it doesn't work). Also tried to erase all the data but that also needs the account to be un blocked witch needs the non-working number.


What can I do?

If he is the original owner, have him contact Apple. Apple can remove the ID  if provided the required paperwork to include the original purchase receipt with the serial number on it. 


Request additional support for unlocking your device.    -


You used to be able to take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened) and have them remove the ID. This may have changed, so call the store before going to make sure they can help.
