Try what is on these Links:

If your iPhone, iPad, or iPod touch won't Turn On or is Frozen - Apple Support

If the Screen isn’t Working On your iPhone or iPad - Apple Support

If your iPad won't Charge - Apple Support

Use an Apple Brand Cable - not a third party one - cool though it may look, a fabric, third-part cable would likely tear - (Apple cable's are plastic and are intended for Apple).
