system locked an app, what do i do?

as the name suggests, i downloaded an app yesterday, but it didnt work as intended, so the next morning, i tried to delete it, but it says that i cant perform the operation (delete) because the app is locked, and when i tried to unlock the app, only the system has permission to read and write. i've tried the terminal way of inputting sudo something, and it says i dont have permission again. what do i do????????

For yor third party app, look for a built in-app uninstaller, typical places to look:
