my phone is 5S but brand new just now started updating. its not updating it shows ios12 im not able to download new ios

Your iPhone 5s can only be updated up to iOS version 12.5.5 as you have learned It cannot be update any further due to its hardware limitations. You will need an iPhone 6s or a newer model to use newer versions of the iOS.

Ios 12.5.5 is the max version you can update for iphone 5s.
Your iPhone 5S was introduced 9 years ago, it is not brand new.
