if both individuals have iPhones what would be the reason for messages not to be sent or received as iMessages but instead just green, with nothing underneath like sent as text, text message

When imessage is unavailable it will send as text message due to the following either you or the recipient is in an area with a weak wifi or cellular data signal or has imessage turned off.
